It lists six removal grounds: unlawful entry or stay, unlawful work, unlawful business, forging or using forged official documents, any conviction carrying <b>five years&rsquo; imprisonment or more<\/b> (the Cabinet draft said three), and being a principal, instigator or supporter of any of those.<\/p>\n<p>Mechanics: the Department of Corrections must notify the Interior Ministry <b>15 jours avant<\/b> a foreign prisoner&rsquo;s release; the <b>Interior Minister<\/b> signs the order and has the final word on disputes; a third-country transfer must be completed within <b>30 jours<\/b>, extendable twice, at the requesting party&rsquo;s cost.
