The Entertainment Complex Bill was withdrawn from the House process in July 2025. Discussions in 2026 about reviving an entertainment-complex framework remain proposals only. No Act has been enacted, no Royal Gazette instrument has created a casino-licensing system, and no casino licence has been issued. The 2024 and 2025 material below is historical background to a proposal that is not in force.<\/p><\/div>\n\n\n\n<p class=\"wp-block-paragraph\">In 2024 and early 2025 the Thai government developed an Entertainment Complex Bill that would have allowed casinos inside licensed integrated entertainment venues. The proposal was promoted as a tourism and investment measure and went through public consultation, legal review and cabinet consideration. The Finance Ministry presented the proposal as a way to increase tourism and tax revenue. Public consultation on the draft was reported as showing substantial support, including a figure of about 82% among consultation participants. Those figures described the proposal and did not create any right to operate a casino.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The cabinet approved the principle of the draft in January 2025, approved a revised version in March 2025, and the proposal entered the House process. On 8 July 2025 the cabinet agreed to withdraw the bill from consideration by the House of Representatives. References below to projected tourism growth, fees, local-entry rules and investment requirements therefore describe the withdrawn proposal, not current law.<br\/>Impacts \u00e9conomiques potentiels<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Had the casino proposal become law, it was expected to have several economic implications:<\/p>\n\n\n\n<h5 class=\"wp-block-heading\" id=\"tourism-growth\">Croissance du tourisme<\/h5>\n\n\n\n<p class=\"wp-block-paragraph\">Supporters projected that legal casinos could attract additional foreign tourists and increase spending per visitor. These were economic projections attached to the proposed entertainment-complex policy, not guarantees or current legal effects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Cr\u00e9ation d&#039;emplois<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed entertainment complexes were also promoted as a source of local employment and large-scale investment. The withdrawn bill contemplated licensing and financial requirements for operators. None of those proposed requirements now amounts to a current casino licence or a right to establish a casino in Thailand.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"concerns-and-opposition\">Pr\u00e9occupations et opposition<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal also generated substantial opposition. Critics raised concerns about gambling addiction, corruption, enforcement capacity and the social costs of legal casino gambling. Draft versions discussed controls on Thai nationals and entry conditions, but those provisions belonged to a bill that was withdrawn and are not current rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Political changes also affected the proposal. The official Government Public Relations Department record states that the cabinet approved withdrawal on 8 July 2025 after changes in the cabinet and because the proposal involved significant social issues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Existe-t-il des casinos l\u00e9gaux en Tha\u00eflande\u00a0?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No. As of September 2026, Thailand has no licensed legal casino under an entertainment-complex regime. Gambling remains restricted under existing Thai gambling laws, notably the Gambling Act B.E. 2478 (1935), subject to limited lawful exceptions. The withdrawn Entertainment Complex Bill did not create a licence merely because it was drafted, reviewed or approved by the cabinet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any future casino framework would require fresh legislative action and publication in the Royal Gazette before a new licensing regime could operate.
