On 31 August 2026, the Royal Gazette published the four Ministry of Interior announcements that end the 60 day visa exemption for 93 countries and replace it with a 30 day exemption for 60 countries and territories. Official Thai travel guidance states that the new entry rules apply from <strong>15 September 2026<\/strong>. Travelers admitted before that date keep the 60 day stay stamped in their passport. The repeal was made under section 17 of the Act. The 30 day and 15 day lists were made under clause 13, and the Visa on Arrival list under clause 6 paragraph two, of the 2002 Ministerial Regulation on visa inspection, exemption and change of visa category, the same framework that carried the 2024 scheme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Last reviewed: 27 September 2026. Visas and visa exemptions shall be in accordance with the rules, procedures and conditions prescribed in ministerial regulations. (2) not having means of subsistence appropriate to the case of entry into the Kingdom; (3) entering to perform work prohibited to aliens under the law on the management of alien employment; (4) being of unsound mind or having any disease prescribed in ministerial regulations; (5) not having been vaccinated against smallpox, or inoculated, or having undergone other medical procedures for the prevention of communicable diseases as provided by law, and refusing to allow an immigration doctor to carry out such procedures; (6) having received a penalty of imprisonment under a judgment of a Thai court or a lawful order, or under a judgment of a foreign court, except a penalty for a petty offence, an offence committed through negligence, or an offence excepted in ministerial regulations; (7) showing behaviour giving reason to believe that the person is a danger to society, or will commit acts endangering the peace or safety of the public or the security of the Kingdom, or being a person for whom officials of a foreign government have issued an arrest warrant; (8) showing behaviour giving reason to believe that the person is entering for prostitution, trafficking in women or children, narcotics trafficking, customs duty evasion, or to engage in any other business contrary to public order or the good morals of the people; (9) not having money on their person or not having a guarantee as announced by the Minister under section 14; (10) not being permitted by the Minister to enter the Kingdom under section 16; (11) having been deported by the Thai government or a foreign government, or having had the right of residence in the Kingdom or abroad revoked, or having been sent out of the Kingdom by a competent official at the expense of the Thai government, unless, in all these cases, the Minister has granted an exemption as a special individual case. The period of permitted stay in the Kingdom shall be set as follows: (1) not more than 30 days, for cases under section 34 (4), (8) and (9); (2) not more than 90 days, for cases under section 34 (3); (3) not more than 1 year, for cases under section 34 (5), (10), (11), (12), (13), (14) and (15); (4) not more than 2 years, for cases under section 34 (6); (5) for the period necessary, for cases under section 34 (1) and (2); (6) for the period the Board of Investment considers appropriate, for cases under section 34 (7). Where an alien has a necessary reason to stay in the Kingdom beyond the periods set in (1), (2), (3) and (4), the Director-General shall consider permitting a further stay of not more than 1 year at a time and, having given permission, shall report it with reasons to the Committee for information within 7 days from the date of permission. For each application for permission to stay temporarily in the Kingdom further, the alien shall file an application in the prescribed form and pay the fee prescribed in ministerial regulations. In a locality where an immigration office is located, the notification may be made to the competent official at that immigration office. Whether (3) and (4) shall not apply to any case under section 34, and on what conditions, shall be as the Director-General prescribes. A notification under this section may be made by the alien in person or in writing to the competent official, in accordance with rules prescribed by the Director-General.<\/p><p Official Thai travel guidance identifies <strong>15 September 2026<\/strong> as the start of the new visa-exemption arrangements. For travel planning, use the date of admission to Thailand, not the booking date or the date your flight departs. <a href=\"https:\/\/www.tatnews.org\/2026\/09\/thailand-introduces-new-30-day-and-15-day-visa-exemption-rules-from-15-september\/\" target=\"_blank\" rel=\"noopener\">Read the official announcement<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The transition rule protects arrivals, and the logic is simple: the stamp fixes the right at entry. A traveler admitted on 14 September 2026 receives 60 days and keeps all of them. The repeal instrument contains no provision shortening a stay already granted; it has only two clauses, the repeal and the commencement. A traveler landing on 15 September 2026 receives 30 days. What counts is the date of admission, not the date of booking or departure.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"the-full-30-day-visa-exemption-list-60-countries-and-territories\">The full 30 day visa exemption list: 60 countries and territories<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Numbers between 54 and 93 circulated all year because briefings changed between May and July. Croatia, Bulgaria, Cyprus, Malta and the Maldives joined compared with earlier drafts.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"india-moved-up-not-down\">India moved up, not down<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">India&#8217;s position changed three times during the drafting cycle and the final answer surprised the aggregators. Early briefings proposed moving Indian passport holders to Visa on Arrival only. The published instruments do the opposite: India sits on the 30 day exemption list, off the Visa on Arrival track entirely. An Indian tourist from 15 September 2026 enters visa free for 30 days, extendable once at Immigration. Indian nationals planning longer stays or non tourism trips should read our guide to the <a href=\"https:\/\/www.thailawonline.com\/thailand-visa-for-indians-requirements\/\">Thailand visa requirements for Indians<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"who-lost-visa-free-access-and-what-to-do-instead\">Who lost visa free access, and what to do instead<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Roughly a third of the old 93 country list did not survive, including China, Russia, Cambodia, Laos, Vietnam, Hong Kong, Macau, Mongolia, Kazakhstan, Mexico, Guatemala, Cuba and the South American countries added in 2024. Being dropped does not automatically mean a visa is required, because <strong>bilateral agreements are untouched<\/strong> by the reform. South Korea, Brazil, Argentina, Chile and Peru keep 90 days by treaty. China and Russia keep 30 days under their agreements, as do Hong Kong, Macau, Laos, Vietnam and Mongolia under theirs, and Cambodia and Myanmar keep 14 days (Myanmar by air only). The architecture is one country, one entitlement: check the exemption list first, then the treaty, then apply for a visa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nationals of a dropped country with no bilateral agreement must apply through the Thai e-Visa system, normally for the 60 day tourist visa (TR). Everyone else who used the VoA counter, including the 17 nationalities added in 2024, now needs either a bilateral entitlement or an e-Visa before boarding.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"the-15-day-exemption-mauritius-and-seychelles\">The 15 day exemption: Mauritius and Seychelles<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A separate announcement gives Mauritius and Seychelles a 15 day visa free stay, a tier of their own below the 60 country list. Both countries sat on the general exemption list before the reform.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"land-borders-the-twice-per-calendar-year-cap-returns\">Land borders: the twice per calendar year cap returns<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Visa exempt entries through land border checkpoints are capped at two per calendar year, and the count resets on 1 January. Nationals of Malaysia, Brunei Darussalam, Indonesia and Singapore are exempt from the cap, and the Interior Minister may designate more countries later. Arrivals at international airports are not capped by this rule. The cap restores the pre 2024 position and ends the <a href=\"https:\/\/www.thailawonline.com\/glossary\/border-run\/\">border run<\/a> as a residence strategy for everyone else; we cover the practical effect in our article on <a href=\"https:\/\/www.thailawonline.com\/border-runs-limits-in-thailand\/\">border run limits in Thailand<\/a>. Remember that <a href=\"https:\/\/www.thailawonline.com\/glossary\/overstay\/\">overstay<\/a> carries fines, detention and <a href=\"https:\/\/www.thailawonline.com\/glossary\/blacklist\/\">blacklisting<\/a>, explained in our guide to <a href=\"https:\/\/www.thailawonline.com\/thailand-visa-overstay-criminal-blacklists\/\">visa overstay in Thailand<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"tourism-only-why-business-visitors-can-no-longer-use-the-exemption\">Tourism only: why business visitors can no longer use the exemption<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Here is the change the travel sites skipped. The 2024 scheme expressly covered tourism plus certain urgent business and short term work activities. The new 30 day exemption states its purpose as tourism. A consultant flying in for client meetings, a <a href=\"https:\/\/www.thailawonline.com\/glossary\/director\/\">director<\/a> attending a board session, a buyer inspecting a factory: each of them relied on the old wording, and that wording is gone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The practical consequence from 15 September 2026: a business visitor from an exempt country still enters without a visa, but the entry is for tourism, and conducting business activities on it sits outside the stated purpose of the stay. The clean routes are the <a href=\"https:\/\/www.thailawonline.com\/non-b-business-visa-in-thailand\/\">Non-B business visa<\/a> for work and extended business activity, or a tourist visa entry for a genuine holiday with an incidental meeting kept to what immigration practice tolerates. Companies bringing in staff or frequent visitors should treat 15 September as a compliance date, not a travel news item. Our office advises on the right category before the trip, which costs less than arguing at the airport.<\/p>\n\n\n\n<h2 id=\"embassy-guidance-since-10-september-2026\" class=\"wp-block-heading\">What the Thai embassies published after the Gazette: extension, funds and the business question<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Between 2 and 10 September 2026 the Thai missions abroad rewrote their visa-exemption pages, and they do not all say the same thing. We read the Washington, London and Copenhagen pages on 14 September 2026, next to the Ministry of Foreign Affairs press briefing of 3 September 2026 and the Tourism Authority of Thailand notice of 1 September 2026. Four points matter for travellers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The extension is real, and discretionary.<\/strong> The <a href=\"https:\/\/washingtondc.thaiembassy.org\/en\/page\/visaexempt-voajul2024\" target=\"_blank\" rel=\"noopener\">Royal Thai Embassy in Washington<\/a> (page updated 10 September 2026) states that a visa-exempt stay can be extended for another period not exceeding 30 days and that the extension is solely at the discretion of the immigration officer. The <a href=\"https:\/\/london.thaiembassy.org\/en\/page\/exemp-visa\" target=\"_blank\" rel=\"noopener\">Royal Thai Embassy in London<\/a> says travellers may request an <a href=\"https:\/\/www.thailawonline.com\/glossary\/extension-of-stay\/\">extension of stay<\/a> for up to 30 days. The accurate description is therefore 30 days on entry, with a discretionary extension of up to 30 days, filed at an <a href=\"https:\/\/www.thailawonline.com\/glossary\/immigration-bureau\/\">immigration office<\/a> for 1,900 THB. Nobody is owed 60 days.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Carry <a href=\"https:\/\/www.thailawonline.com\/glossary\/financial-requirement\/\">proof of funds<\/a>, accommodation and onward travel.<\/strong> Washington requires adequate cash of, or equivalent to, 20,000 baht per person or 40,000 baht per family. London lists proof of sufficient funds of 20,000 THB per person, proof of accommodation, and onward travel within 30 days. These checks are applied more often to repeat visitors than to first-time tourists, so frequent travellers should have all three ready at the counter. The embassy figure is higher than the legal instrument behind it: the Ministry of Interior announcement of 8 May 2543 (2000) sets 10,000 baht per person or 20,000 baht per family for visa-exempt entry, and does not apply to a child under twelve. The two sources are not the same, and Immigration has not published one rule since the reform, so carry the higher embassy figure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The permitted purpose is described inconsistently.<\/strong> The <a href=\"https:\/\/www.mfa.go.th\/en\/content\/pb-summary-03092026-en\" target=\"_blank\" rel=\"noopener\">MFA briefing<\/a>, the TAT notice and London describe the exemption as for tourism, London adding the words tourism purposes only. Washington describes it as for the purpose of tourism, business engagements or urgent work or ad-hoc work, and <a href=\"https:\/\/copenhagen.thaiembassy.org\/en\/publicservice\/new-visa-measures-effective-15-september-2026-upda\" target=\"_blank\" rel=\"noopener\">Copenhagen<\/a> (updated 2 September 2026) says tourism and short-term business. That is an inconsistency between official sources, not between commentators. Until the Immigration Bureau publishes one reading, an embassy web page is no protection against a contrary view at the airport, at a provincial immigration office or during a workplace inspection. Anyone attending meetings or doing urgent work should use the <a href=\"https:\/\/www.thailawonline.com\/non-b-business-visa-in-thailand\/\">Non-B business visa<\/a> or the correct <a href=\"https:\/\/www.thailawonline.com\/glossary\/work-permit\/\">work authorisation<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The two-entry limit is stated two ways.<\/strong> The <a href=\"https:\/\/www.tatnews.org\/2026\/09\/thailand-introduces-new-30-day-and-15-day-visa-exemption-rules-from-15-september\/\" target=\"_blank\" rel=\"noopener\">TAT notice<\/a> and the Interior Ministry announcements confine the twice-per-calendar-year cap to land checkpoints. London states, without qualification, that eligible passport holders are allowed to enter under the scheme only twice within a calendar year. Do not treat a nationwide two-entry rule as settled, but expect a third visa-exempt entry in the same year to be questioned at any checkpoint, and hold a visa if repeated entry is part of the plan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Practical checklist for every visa-exempt entry from 15 September 2026: passport valid six months, a completed <a href=\"https:\/\/www.thailawonline.com\/thailand-digital-arrival-card-tdac\/\">Thailand Digital Arrival Card<\/a>, an onward ticket dated within 30 days, an accommodation booking, and 20,000 THB per person in cash or on an accessible card statement (the figure the embassies publish; the 2000 ministerial announcement sets 10,000 THB per person).
