It sits two steps below the chanote in the Thai hierarchy of land documents. The holder is presumed to be the lawful possessor and may transfer that possession, but the State has never issued a full title for the plot. The document carries a black Garuda emblem and was historically issued by the district land office rather than the provincial office.<\/p><\/p>\n\n\n<p class=\"wp-block-paragraph\"><p><strong>Boundaries are the weak point.<\/strong> A plain Nor Sor 3 was drawn up from the applicant&#8217;s own description, without aerial photography or a ground survey, so the area and shape on paper often differ from what is fenced on the ground. Because of this, any sale, <a href=\"https:\/\/www.thailawonline.com\/th\/glossary\/mortgage\/\">\u0e08\u0e33\u0e19\u0e2d\u0e07<\/a>, lease or usufruct on Nor Sor 3 land is registered only after a 30-day public notice posted at the Land Office, the district office and the land itself, during which neighbours and other claimants may object and freeze the transaction.<\/p><\/p>\n\n\n<h2 class=\"wp-block-heading\" id=\"practical-points-for-a-foreign-buyer-or-lessee\">Practical points for a foreign buyer or lessee<\/h2>\n\n\n<p class=\"wp-block-paragraph\"><p>Nor Sor 3 land is common in rural provinces and on the older parts of islands, and it is often priced well below chanote land nearby. It is not worthless, but it demands more work. A lease, usufruct or <a href=\"https:\/\/www.thailawonline.com\/th\/glossary\/superficies-right\/\">\u0e1e\u0e37\u0e49\u0e19\u0e1c\u0e34\u0e27<\/a> can be registered on it, so a foreigner can take a real right over Nor Sor 3 land; the registration simply takes longer because of the <a href=\"https:\/\/www.thailawonline.com\/th\/glossary\/notice-period\/\">notice period<\/a>, and some Land Offices ask for a fresh boundary check first.<\/p><\/p>\n\n\n<p class=\"wp-block-paragraph\"><p><strong>Ask for the upgrade before completion, not after.<\/strong> The holder can apply to the Land Office for a ground survey and, if the adjoining owners raise no objection, the plot is converted to a chanote. A cautious buyer makes the sale conditional on that conversion, or at least on a surveyor confirming that the plot on the ground matches the certificate. Under Section 1375 of the Civil and Commercial Code, a possessor who is dispossessed must sue within one year or lose the right; on Nor Sor 3 land that one-year rule, not the ten-year adverse possession rule, governs. A Nor Sor 3 plot left empty, or occupied by a relative of the seller, can quietly change hands. Nor Sor 3 Gor, with its aerial survey and no notice period, is the safer of the two possessory documents.<\/p><\/p>\n\n\n<h2 class=\"wp-block-heading\" id=\"frequently-asked-questions\">\u0e04\u0e33\u0e16\u0e32\u0e21\u0e17\u0e35\u0e48\u0e1e\u0e1a\u0e1a\u0e48\u0e2d\u0e22<\/h2>\n\n<div id=\"rank-math-faq\" class=\"rank-math-block\">\n<div class=\"rank-math-list\">\n<div id=\"faq-question-1\" class=\"rank-math-list-item\">\n<h3 class=\"rank-math-question\">Can a foreigner lease or buy Nor Sor 3 land?<\/h3>\n<div class=\"rank-math-answer\">\n\n<p>A foreigner cannot buy any land in Thailand, whatever the document. A foreigner can register a lease, usufruct or superficies over Nor Sor 3 land, but the Land Office must post a 30-day public notice first, and any objection during that period stops the registration until it is resolved.<\/p>\n\n<\/div>\n<\/div>\n<div id=\"faq-question-2\" class=\"rank-math-list-item\">\n<h3 class=\"rank-math-question\">Can Nor Sor 3 be upgraded to a chanote?<\/h3>\n<div class=\"rank-math-answer\">\n\n<p>Yes. The holder applies to the Land Office for a ground survey of the plot. Adjoining owners are notified, and if nobody objects to the boundaries the office issues a chanote in place of the Nor Sor 3. Nor Sor 3 Gor was prepared from aerial photographs, has a green Garuda and can be registered without public notice.
