Sebastien H. Brousseau, LL.B., B.Sc., Founder and Managing Director
Sebastien H. Brousseau is a French-Canadian lawyer who has lived in Thailand since 2004 and holds Thai Permanent Residency, a status granted to fewer than 100 applicants per nationality per year. He founded ThaiLawOnline in 2006 as one of the first online Thai legal services for foreigners, and has worked continuously with Thai-registered lawyers for twenty years. He has personally overseen more than 5,000 client matters for expatriates and Thai nationals.
Trained in both Civil Law and Common Law at the Université de Montréal, he was admitted to the Barreau du Québec and is a member of the International Bar Association. He trained under leading Montreal trial lawyer Pierre Poupart, including work on the case of the first woman charged with genocide before the International Criminal Tribunal for Rwanda. In Thailand, he managed the Pattaya office of Siam Legal in 2007, then founded Isaan Lawyers in Nakhon Ratchasima, which he built over fifteen years before selling it in 2022 to focus entirely on ThaiLawOnline.
In 2019 he authored the public petition to reform Thailand’s TM30 reporting rule. The campaign gathered more than 7,000 signatures, he spoke on the Foreign Correspondents’ Club of Thailand panel with senior immigration officials, and the story was covered by the Bangkok Post and mentioned by the BBC. The rule was substantially relaxed in 2020.
He was among the first lawyers in Thailand to promote usufruct agreements to protect foreign spouses’ property rights, has assisted in the formation of more than 50 Thai companies, and has written over 500 legal articles. Under his direction, ThaiLawOnline published the first bilingual annotated Thai Civil and Commercial Code and annotated Thai Criminal Code, and built an AI-assisted research library of more than 140,000 Thai laws and Supreme Court decisions, always reviewed by licensed Thai lawyers.
