ผู้จัดการมรดกโดยพินัยกรรมอาจตั้งขึ้นได้(๑) โดยผู้ทำพินัยกรรมเอง(๒) โดยบุคคลซึ่งระบุไว้ในพินัยกรรม ให้เป็นผู้ตั้ง
