ผู้ใดยุยงทหารหรือตำรวจให้หนีราชการ ให้ละเลยไม่กระทำการตามหน้าที่ หรือให้ก่อการกำเริบ ต้องระวางโทษจำคุกไม่เกินห้าปี ถ้าความผิดนั้นได้กระทำลงโดยมุ่งหมายจะบ่อนให้วินัยและสมรรถภาพของกรมกองทหารหรือตำรวจเสื่อมทรามลง ผู้กระทำต้องระวางโทษจำคุกไม่เกินสิบปี
English translation
Whoever incites a soldier or police officer to desert the service or to neglect the performance of his duty shall be punished with imprisonment not exceeding five years. If such offence is committed with intent to undermine the discipline and efficiency of the military or police force, the offender shall be punished with imprisonment not exceeding ten years.

The elements are an act of incitement and a target who is a soldier or a police officer, directed at desertion or at neglect of duty. The base penalty is up to five years.
