Section 260 is the circulation counterpart to the ticket-making offences. Section 258 punishes forging or altering a passenger ticket used in public transport, and Section 259 applies the same acts to a ticket sold to the public for admission to a place; Section 260 punishes putting such a ticket into circulation, by using it, selling it, offering it for sale, exchanging it or offering it in exchange. It fixes a single penalty of its own, imprisonment not exceeding one year, or a fine not exceeding 20,000 baht, or both, and does not borrow the penalty of the section under which the ticket was made, so a transport ticket and an admission ticket are treated alike at this stage. As with any offence under the Code, it must be committed intentionally within Section 59, which means the person must know the character of the ticket. The current rate was set by Section 4 of the Penal Code Amendment Act (No. 26) B.E. 2560.
Why this matters in practice
Exposure is up to one year, or a fine of up to 20,000 baht, or both, whichever kind of ticket was involved, and the offence is not compoundable. Knowledge is the usual battleground: a person who received a ticket and honestly believed it was genuine lacks the intention the Code requires. Where the same person both made the ticket and put it into circulation, the making is charged under Section 258 or Section 259 and this section covers the circulation, and the two are commonly charged together; see criminal law in Thailand.

Frequently asked questions
What is the penalty under Section 260?
Imprisonment not exceeding one year, or a fine not exceeding 20,000 baht, or both. The section sets its own penalty and does not vary it according to whether the ticket was made under Section 258 or Section 259.
Which acts does Section 260 cover?
Using a ticket that came from an act under Section 258 or Section 259, and also selling it, offering it for sale, exchanging it or offering it in exchange.
Must the user know the ticket was forged or altered?
Yes. The offence must be committed intentionally under Section 59, so the person must know the character of the ticket; an honest belief that it was a valid ticket negates that intention.
