ผู้ใดนำเข้าในหรือส่งออกไปนอกราชอาณาจักรซึ่งดวงตรา รอยตรา หรือแผ่นปะตรวจลงตราซึ่งระบุไว้ในมาตรา ๒๖๙/๑๒ อันเป็นของปลอม ต้องระวางโทษจำคุกตั้งแต่หนึ่งปีถึงสิบปี และปรับตั้งแต่สองหมื่นบาทถึงสองแสนบาท
English translation
Whoever imports into or exports out of the Kingdom a forged seal, seal impression, or visa sticker specified in Section 269/12 shall be liable to imprisonment from one year to ten years and a fine from twenty thousand baht to two hundred thousand baht.

Section 269/14 completes the visa group by reaching cross border movement, in the same way that Section 269/3 does for electronic cards and Section 269/10 for passports. The penalty is one to ten years with a mandatory fine, the same as forging under Section 269/12 and using under Section 269/13, so unlike the passport group there is no separate and heavier tier for movement carried out for the purpose of sale. The offence is complete on import or export and requires no proof of intended use, and it applies to the seal, the seal impression, and the sticker alike. Read with Section 269/12, the effect is that the visa apparatus is protected at every stage: making it, moving it, using it, and, under Section 269/15, misusing the genuine article.
Why this matters in practice
In practice this Section is charged against couriers and against suppliers shipping stamp dies or sheets of blank labels into Thailand, and it is frequently laid together with Section 269/12 where the material is seized in a workshop close to the border. Because the penalty does not rise for trade, the number of items seized affects sentencing within the one to ten year range rather than the charge itself, which is the opposite of the position under Section 269/9 for passports. Customs offences are normally charged in parallel.
