หรือขัดต่อกฎหมายหรือศีลธรรมอันดีของประชาชนหรืออาจเป็นภยันตรายต่อความสงบสุขของประชาชนหรือความมั่นคงของรัฐ หรือผู้ขอจดทะเบียนไม่แก้ไขหรือเปลี่ยนแปลงให้ถูกต้องภายในสามสิบวันนับแต่วันที่ทราบคำสั่งของนายทะเบียน ให้นายทะเบียนมีคำสั่งไม่รับจดทะเบียนและแจ้งคำสั่งพร้อมด้วยเหตุผลที่ไม่รับจดทะเบียนให้ผู้ขอจดทะเบียนทราบโดยมิชักช้า ผู้ขอจดทะเบียนมีสิทธิอุทธรณ์คำสั่งไม่รับจดทะเบียนนั้นต่อรัฐมนตรีว่าการกระทรวงมหาดไทย โดยทำเป็นหนังสือยื่นต่อนายทะเบียนภายในสามสิบวันนับแต่วันที่ได้รับแจ้งคำสั่งไม่รับจดทะเบียน ให้รัฐมนตรีว่าการกระทรวงมหาดไทยวินิจฉัยอุทธรณ์และแจ้งคำวินิจฉัยให้ผู้อุทธรณ์ทราบภายในเก้าสิบวันนับแต่วันที่นายทะเบียนได้รับหนังสืออุทธรณ์ คำวินิจฉัยของรัฐมนตรีว่าการกระทรวงมหาดไทยให้เป็นที่สุด

English translation
A foundation consists of property specially appropriated to public charity, religious, art, scientific, education or other purpose for the public benefit and not for sharing profit, and has been registered under the provisions of this Code. The property of a foundation must be managed for implementing the objects of that foundation, and not for seeking interest for any person.
