Whoever causes danger to the system of transport communication, the postal system, the telegraph system, or the telephone system, by destroying, damaging, or rendering it unusable, shall be liable to imprisonment not exceeding five years, or a fine not exceeding one hundred thousand baht, or both.

The offence has two elements: an act that endangers a public communication or transport network, being the transport, postal, telegraph, or telephone system, and commission by one of the listed means, namely destroying, damaging, or rendering it unusable. It sits in the Title on offences that create public dangers, where the protected interest is the safety and continuity of shared public infrastructure rather than a single owner's property. If the same act causes death, Section 238 raises the penalty to as high as the death penalty or life imprisonment, and Section 239 covers the same result caused by negligence.
