ที่ดินรกร้างว่างเปล่า และที่ดินซึ่งมีผู้เวนคืนหรือทอดทิ้งหรือกลับมาเป็นของแผ่นดินโดยประการอื่นตามกฎหมายที่ดินนั้น ท่านว่าบุคคลอาจได้มาตามกฎหมายที่ดิน
