การรับขนของหรือคนโดยสารในหน้าที่ของกรมรถไฟหลวงแห่งกรุงสยาม และการขนไปรษณียภัณฑ์ในหน้าที่กรมไปรษณีย์โทรเลขนั้น ท่านให้บังคับตามกฎหมายและกฎข้อบังคับสำหรับทบวงการนั้น ๆรับขนของทางทะเล ท่านให้บังคับตามกฎหมายและกฎข้อบังคับว่าด้วยการนั้น
