Firm annotation
This section, in Part 3, treats lease rights and service rights that have value and can be held as seizable assets, giving concrete examples such as telephone and telecommunications services. The method is notice to the debtor and to the counterparty lessor or provider, with a register entry where the lease or service is registered, and the Section 305 posting fallback where notice cannot be served. Older Supreme Court decisions citing Section 310 usually relate to the pre-2017 numbering on attachment of monetary claims, so read them against the current text.
Why this matters in practice
A long-term lease or a valuable service right can be a real asset in enforcement, so identify whether the debtor holds registrable rights worth seizing. Creditors should serve both the debtor and the lessor or provider and secure a register entry where one exists; providers served with a seizure must act on it. Restrictions in the underlying contract may affect value.
