อันหนังสือตั้งผู้รับฉันทะนั้น ถ้าผู้มีชื่อรับฉันทะประสงค์จะออกเสียงในการประชุมครั้งใด ต้องนำไปวางต่อผู้เป็นประธานแต่เมื่อเริ่ม หรือก่อนเริ่มประชุมครั้งนั้น
