คำคัดค้านนั้นให้นายอำเภอ หรือผู้ทำการแทนนายอำเภอ หรือทนายความผู้ได้รับอนุญาตเพื่อการนี้เป็นผู้ทำ รัฐมนตรี*กระทรวงยุติธรรมมีอำนาจออกกฎข้อบังคับเพื่อปฏิบัติการให้เป็นไปตามบทบัญญัติแห่งประมวลกฎหมายนี้ อันว่าด้วยการออกใบอนุญาตและการทำคำคัดค้าน รวมทั้งกำหนดอัตราค่าฤชาธรรมเนียมอันเกี่ยวกับการนั้น

English translation
A protest is made by the District Officer, or his deputy, or a lawyer licensed for that purpose. The Minister of Justice has power to issue regulations for carrying out the provisions of this Code relating to the issue of licences and the making of protests, including the fees payable in connection with them.
