คำคัดค้านนั้นให้นายอำเภอ หรือผู้ทำการแทนนายอำเภอ หรือทนายความผู้ได้รับอนุญาตเพื่อการนี้เป็นผู้ทำรัฐมนตรีกระทรวงยุติธรรมมีอำนาจออกกฎข้อบังคับเพื่อปฏิบัติการให้เป็นไปตามบทบัญญัติแห่งประมวลกฎหมายนี้ อันว่าด้วยการออกใบอนุญาตและการทำคำคัดค้าน รวมทั้งกำหนดอัตราค่าฤชาธรรมเนียมอันเกี่ยวกับการนั้น
