English Translation
Section 7. A foreigner shall be prohibited from operating businesses specified in List Three annexed to this Act, unless permission is obtained from the Director-General with the approval of the Committee.

EN: List Three is the most commonly used list for foreign businesses. The Director-General of the Department of Business Development can grant approval with the Committee's recommendation. This process typically takes 60-90 days. US citizens under the Treaty of Amity are generally exempt from List Three restrictions.
