Section 9. Amendment of the lists annexed to this Act shall be made by Royal Decree.

EN: Lists can be updated by Royal Decree (Cabinet approval + King's signature) without parliamentary approval. The lists have not been substantially amended since 1999, though draft amendments were approved in principle by the Cabinet in 2025.
