พระราชบัญญัตินี้ไม่กระทบถึงนิติกรรม สิทธิ หน้าที่ หรือความรับผิดตามกฎหมายอันได้กระทำลงหรือมีขึ้นก่อนวันที่พระราชบัญญัตินี้ใช้บังคับหมายเหตุ :- เหตุผลในการประกาศใช้พระราชบัญญัติฉบับนี้ คือ โดยที่เป็นการสมควรแก้ไขเพิ่มเติมบทบัญญัติในประมวลกฎหมายแพ่งและพาณิชย์ในส่วนที่เกี่ยวกับสัญญาซื้อขายอสังหาริมทรัพย์และสังหาริมทรัพย์ ประเภทของสังหาริมทรัพย์ที่ต้องจดทะเบียนต่อพนักงานเจ้าหน้าที่ จำนวนเงินในการกู้ยืมเงินที่ต้องมีหลักฐานแห่งการกู้ยืมเป็นหนังสือ จำนวนเงินที่เจ้าสำนักโรงแรมต้องรับผิดในการที่ทรัพย์สินของคนเดินทางหรือแขกอาศัยสูญหาย อัตราค่าธรรมเนียมและค่าคัดสำเนาเอกสารตามที่ปรากฏในบทบัญญัติที่ว่าด้วยบริษัทจำกัด รวมถึงจำนวนเงินรางวัลหรือค่าธรรมเนียมที่บุคคลผู้มีสิทธิจะรับทรัพย์สินหายต้องชำระให้แก่ผู้เก็บได้หรือแก่ส่วนราชการที่รับผิดชอบ เพื่อให้สอดคล้องกับสภาพการณ์ทางเศรษฐกิจและสภาวการณ์ในปัจจุบัน จึงจำเป็นต้องตราพระราชบัญญัตินี้พระราชบัญญัติแก้ไขเพิ่มเติมประมวลกฎหมายแพ่งและพาณิชย์ (ฉบับที่ ๑๕) พ.ศ. ๒๕๔๙[314]
