In 2024 and early 2025 the Thai government developed an Entertainment Complex Bill that would have allowed casinos inside licensed integrated entertainment venues. The proposal was promoted as a tourism and investment measure and went through public consultation, legal review and cabinet consideration. It never became law.

Historical Background: the 2024-2025 Proposal (Not Law)

The draft Entertainment Complex Bill sought to allow casinos as one component of integrated entertainment venues. The Finance Ministry presented the proposal as a way to increase tourism and tax revenue. In the Finance Ministry’s public hearing from 28 February to 14 March 2025, about 80.75% of the 71,289 people who took part were reported as supporting the general plan. Those figures described the proposal and did not create any right to operate a casino.

The cabinet approved the principle of the draft on 13 January 2025 and, after review by the Council of State, approved the revised draft on 27 March 2025; on 1 April 2025 it noted the decision to put the bill on the House agenda. On 8 July 2025 the cabinet agreed to withdraw the bill from consideration by the House of Representatives. References below to projected tourism growth, fees, local-entry rules and investment requirements therefore describe the withdrawn proposal, not current law.

Had the casino proposal become law, it was expected to have several economic implications:

Supporters projected that legal casinos could attract additional foreign tourists and increase spending per visitor. These were economic projections attached to the proposed entertainment-complex policy, not guarantees or current legal effects.

The proposed entertainment complexes were also promoted as a source of local employment and large-scale investment. The withdrawn bill contemplated licensing and financial requirements for operators. None of those proposed requirements now amounts to a current casino licence or a right to establish a casino in Thailand.

The proposal also generated substantial opposition. Critics raised concerns about gambling addiction, corruption, enforcement capacity and the social costs of legal casino gambling. Draft versions discussed controls on Thai nationals and entry conditions, but those provisions belonged to a bill that was withdrawn and are not current rules.

Political changes also affected the proposal. The official Government Public Relations Department record states that the cabinet approved withdrawal on 8 July 2025 after changes in the cabinet and because the proposal involved significant social issues.

No. As of September 2026, Thailand has no licensed legal casino under an entertainment-complex regime. Gambling remains restricted under existing Thai gambling laws, notably the Gambling Act B.E. 2478 (1935), subject to limited lawful exceptions. The withdrawn Entertainment Complex Bill did not create a licence merely because it was drafted, reviewed or approved by the cabinet.

Any future casino framework would require fresh legislative action and publication in the Royal Gazette before a new licensing regime could operate. Until then, figures, entry conditions and investment requirements discussed in older casino proposals remain historical proposal terms, not current legal rights or licences.
