ผู้ใด (๑) ขู่เข็ญว่าจะกระทำการก่อการร้าย โดยมีพฤติการณ์อันควรเชื่อได้ว่าบุคคลนั้นจะกระทำการตามที่ขู่เข็ญจริง หรือ (๒) สะสมกำลังพลหรืออาวุธ จัดหาหรือรวบรวมทรัพย์สิน ให้หรือรับการฝึกการก่อการร้าย ตระเตรียมการอื่นใด หรือสมคบกัน เพื่อก่อการร้าย หรือกระทำความผิดใด ๆ อันเป็นส่วนของแผนการเพื่อก่อการร้าย หรือยุยงประชาชนให้เข้ามีส่วนในการก่อการร้าย หรือรู้ว่ามีผู้จะก่อการร้ายแล้วกระทำการใดอันเป็นการช่วยปกปิดไว้ ผู้นั้นต้องระวางโทษจำคุกตั้งแต่สองปีถึงสิบปี และปรับตั้งแต่สี่หมื่นบาทถึงสองแสนบาท
English translation
Whoever:
(1) threatens to commit an act of terrorism, in circumstances giving reason to believe that the person will genuinely carry out the threat; or
(2) accumulates forces or weapons, procures or collects property, gives or receives training for terrorism, makes any other preparation, or conspires for the purpose of terrorism, or commits any offence forming part of a plan to commit an act of terrorism, or incites the public to take part in an act of terrorism, or, knowing that a person is going to commit an act of terrorism, does anything to help conceal it,
shall be liable to imprisonment from two to ten years and a fine from forty thousand to two hundred thousand baht.

Firm annotation
This is the preparatory and peripheral terrorism offence, sitting below the substantive act in Section 135/1. Two limbs: a credible threat to commit terrorism, and a long list of supporting conduct, accumulating forces or weapons, procuring or collecting property, giving or receiving training, other preparation, conspiracy, committing an offence forming part of a terrorist plan, inciting the public to take part, and concealing a person known to be about to act. The credibility requirement in the first limb is a genuine filter: an idle threat is not enough. The penalty is two to ten years and a fine from 40,000 to 200,000 baht.

Where a single act supporting terrorism by force violates several provisions, it is punished under the heaviest applicable law by virtue of Section 90; supporting terrorism is charged under Section 135/2 read with the aiding provision in Section 86.
The defendant was charged under Sections 135/1, 135/2, 135/3 and 209 together with firearms offences. The courts found the conduct to be a single act violating several laws and applied the heaviest provision under Section 90, convicting for supporting terrorism by force under Section 135/2 read with the aiding provision Section 86.
