Do note that the following information about how to transfer a motorcycle in Thailand was taken directly from the transportation department. However, it can vary a little from a province to another. Do verify with Thai authorities at www.dlt.go.th
1. โดยเจ้าของเอง
ก) ต้องใช้สมุดปกเขียว
ในการโอนกรรมสิทธิ์รถจักรยานยนต์ในประเทศไทย คุณจะต้องใช้สมุดทะเบียนรถ (สมุดสีเขียว) เจ้าของรถต้องลงชื่อในช่องที่กำหนดสำหรับผู้ถือครองกรรมสิทธิ์
ข) กรอกแบบฟอร์มเพื่อขอโอนเงิน
A transfer request and transfer acceptance forms (use the forms of transportation department only) along with a copy of identification card of the transferor and the transferee and certified the copy. For foreigners, they need to show a passport and a proof of address (see below). You can find these forms to transfer a motorcycle in Thailand at the local transportation department or online.
Notes: If the transfer is between spouses, bring the ใบทะเบียนสมรส with a copy certified by both parties. The fixed fees in step e still apply; ask the office whether the stamp duty based on the vehicle’s assessed value is charged on a transfer between spouses.

It is not complex to transfer a motorcycle in Thailand but if you do not have the proper documents, they will refuse.
ค) จำเป็นต้องมีการตรวจสอบ
โปรดนำรถจักรยานยนต์ไปตรวจสภาพที่ศูนย์ตรวจสภาพรถยนต์ อาจไม่จำเป็นหากรถจักรยานยนต์อยู่ในสภาพใหม่มาก แต่ทางศูนย์ทำการตรวจเพื่อความปลอดภัย การตรวจสภาพรถเป็นสิ่งจำเป็นสำหรับการโอนกรรมสิทธิ์รถจักรยานยนต์ในประเทศไทย (โปรดนำรถอื่นๆ ที่ต้องตรวจสภาพสำหรับการโอนกรรมสิทธิ์มาด้วย)
d) การประเมิน
เมื่อกรอกเอกสารเสร็จเรียบร้อยแล้ว โปรดรอขั้นตอนต่อไปที่เคาน์เตอร์รับเอกสารและประเมินราคา เจ้าหน้าที่ประเมินราคาจะตรวจสอบเอกสาร เมื่อตรวจสอบเสร็จแล้ว เจ้าหน้าที่จะส่งเอกสารคืนให้คุณที่เคาน์เตอร์รับเอกสารเพื่อตรวจสอบและชำระค่าธรรมเนียมการโอน คุณใกล้เสร็จแล้ว!
e) ยื่นเอกสารและชำระภาษี
Submit the documents at the inspection window and pay the fees. The fixed fees are set by the Ministerial Regulation on fees under the Motor Vehicle Act B.E. 2546: 5 baht for the application form (item 1), 100 baht for the registration transfer (item 6(b)) and 10 baht for the motorcycle inspection (item 8(a)). The transfer fee does not depend on the vehicle’s value. What does is the stamp duty, which the office calculates on the vehicle’s assessed value and collects at the same time.
ฉ) รับสมุดลงทะเบียนคืน
Please receive the registration book and verify if the transfer has been completed. Please note that in the event of a change in the property address, transfer, payment for motorcycle registration fee, or payment of taxes, kindly instruct the staff to update the address promptly. It is not difficult to transfer a motorcycle in Thailand but if you do not speak Thai, you might want a friend that can translate for you. Especially in rural areas that do not have lots of tourists. As you can see, it wasn’t difficult to transfer a motorcycle in Thailand.
2. การใช้หนังสือมอบอำนาจในการโอนทรัพย์สิน
The same process can be completed by utilizing a หนังสือมอบอำนาจ (a specific form from the transportation office) in addition to a certified copy of the transferee’s identification. This method is employed when one party is unavailable for the transfer. For foreigners, it is necessary to present their passport and a proof of address, such as a ใบรับรองถิ่นที่อยู่ในประเทศไทย), ค่าอากรแสตมป์ 10 บาท และสำเนาบัตรประชาชน เท่านี้ก็เรียบร้อยแล้ว และรู้วิธีการโอนกรรมสิทธิ์รถจักรยานยนต์ในประเทศไทยแล้ว

The application, transfer and inspection fees were read in Thai in the Ministerial Regulation on fees under the Motor Vehicle Act B.E. 2546, consolidated to amendment No. 7 of 2019 (items 1, 6(b) and 8(a)). The stamp duty rate is set by the Revenue Code, not by that regulation, and is left to the office to calculate. Documents and procedure can differ by province; confirm with your provincial land transport office.
