Do note that the following information about how to transfer a motorcycle in Thailand was taken directly from the transportation department. However, it can vary a little from a province to another. Do verify with Thai authorities at www.dlt.go.th
1. Par le propriétaire lui-même
a) Besoin du livre vert
Pour immatriculer une moto en Thaïlande, vous aurez besoin de la carte grise (livret vert). Le propriétaire doit signer à l'endroit prévu à cet effet.
b) Remplissez le formulaire de demande de transfert
A transfer request and transfer acceptance forms (use the forms of transportation department only) along with a copy of identification card of the transferor and the transferee and certified the copy. For foreigners, they need to show a passport and a proof of address (see below). You can find these forms to transfer a motorcycle in Thailand at the local transportation department or online.
Notes: If the transfer is between spouses (you will need the certificat de mariage and certified the copy by both parties) do will not have to pay the frais de transfert appraisal but pay around 105 Baht transfer fee

Cependant, les étrangers doivent présenter un justificatif de domicile, et le service des transports demande souvent ce document. Un livre jaune ta bian baan (ou livre de la maison jaune) peut également servir de justificatif de domicile. Une autre solution consiste à obtenir ce qu'on appelle un “certificate of residence” from your local Thai immigration. Lastly, we have seen people using a “police report” as proof of address. It is not complex to transfer a motorcycle in Thailand but if you do not have the proper documents, they will refuse.
c) Une inspection est nécessaire
Veuillez présenter votre moto pour inspection lors du contrôle technique. Cette inspection n'est peut-être pas nécessaire si la moto est quasi neuve. Elle est effectuée par mesure de sécurité. L'inspection est obligatoire pour l'immatriculation d'une moto en Thaïlande (veuillez également présenter tout autre véhicule nécessitant une inspection pour l'immatriculation).
d) Évaluation
Une fois le document rempli, veuillez patienter au guichet de réception des documents et d'évaluation des prix. Le personnel d'évaluation examinera le document. Une fois l'examen terminé, le document vous sera remis au guichet de réception pour vérification et paiement des frais de transfert. Vous y êtes presque !
e) Fournir les documents et payer l'impôt
Submit the document during the document inspection and pay the following fees: 90 baht for tax, 10 baht for vehicle check, 105 baht for transfer a motorcycle in Thailand and add 20 baht for management. The transfer fee is calculated based on the vehicle’s assessed value. Between spouses, the fee based on the assessed value is not charged, but the fixed transfer fee still is (see the note in step b).
f) Récupérer le registre d'inscription
Please receive the registration book and verify if the transfer has been completed. Please note that in the event of a change in the property address, transfer, payment for motorcycle registration fee, or payment of taxes, kindly instruct the staff to update the address promptly. It is not difficult to transfer a motorcycle in Thailand but if you do not speak Thai, you might want a friend that can translate for you. Especially in rural areas that do not have lots of tourists. As you can see, it wasn’t difficult to transfer a motorcycle in Thailand.
2. Utilisation d'une procuration pour effectuer le transfert
The same process can be completed by utilizing a procuration (a specific form from the transportation office) in addition to a certified copy of the transferee’s identification. This method is employed when one party is unavailable for the transfer.
