รัฐมนตรีเจ้าหน้าที่โดยลำพังตนเอง จะตั้งผู้ตรวจคนเดียวหรือหลายคนให้ไปตรวจการของบริษัทเพื่อทำรายงานยื่นต่อรัฐบาลก็ได้ การตั้งผู้ตรวจเช่นว่ามานี้จะพึงมีเมื่อใดสุดแล้วแต่รัฐมนตรีจะเห็นสมควรส่วนที่ ๖การเพิ่มทุนและลดทุน
