รัฐมนตรี*เจ้าหน้าที่โดยลำพังตนเอง จะตั้งผู้ตรวจคนเดียวหรือหลายคนให้ไปตรวจการของบริษัทเพื่อทำรายงานยื่นต่อรัฐบาลก็ได้ การตั้งผู้ตรวจเช่นว่ามานี้จะพึงมีเมื่อใดสุดแล้วแต่รัฐมนตรี*จะเห็นสมควร
