ผู้ใดตระเตรียมการ หรือพยายามกระทำความผิดใด ๆ ในหมวดนี้ ต้องระวางโทษตามที่บัญญัติไว้สำหรับความผิดนั้น

Whoever prepares to commit, or attempts to commit, any offence in this Chapter shall be liable to the punishment provided for that offence.

Firm annotation
Preparation is not punishable in Thai criminal law as a general rule, and an attempt normally attracts two thirds of the penalty under Section 80. This section displaces both for the offences in this Chapter: preparing or attempting carries the penalty provided for the completed offence. It is a general-part provision for the Chapter, not an offence in itself.
