In the case where motions requesting to proceed as a class action concerning the same right have been filed in several instances, whether in the same court or in different courts, the court shall consolidate the consideration of those motions together and issue an order designating any one of the applicants as the plaintiff in conducting the class action, in accordance with the rules, methods, and conditions in the regulations of the President of the Supreme Court under Section 222/2. The court's order under this Section shall be final, except in a case under Section 222/12 paragraph three.

It obliges the court to consolidate parallel motions and to designate a single lead plaintiff, applying the President of the Supreme Court's regulations issued under Section 222/2. By making the consolidation and selection order final, the section discourages procedural jockeying among rival would be class representatives. The carve out preserves the ordinary right to appeal the underlying certification decision under Section 222/12 paragraph three, so a party is not deprived of that separate review.
