English translation
In order that the trial and adjudication of cases may be conducted conveniently, expeditiously, and fairly, or for the suitability of certain types of cases, the President of the Supreme Court, with the approval of the plenary session of the Supreme Court, has the power to issue regulations concerning the filing of cases, the taking and admission of evidence, the adjudication of cases, as well as the conduct of any proceedings, as necessary.
Regulations under the first paragraph, once published in the Government Gazette, shall come into force.

Section 34/1 is an enabling provision that delegates a rule-making power to the President of the Supreme Court, exercisable only with the approval of the plenary session of the Supreme Court. Its purpose is to allow procedural regulations that make trials convenient, expeditious, and fair, or that suit particular types of cases, covering the filing of cases, the taking and admission of evidence, adjudication, and the conduct of proceedings generally. Such regulations are subsidiary to the Code itself and acquire legal force only upon publication in the Government Gazette. The Section provides the constitutional-style hook by which special procedural rules can be adopted without amending the Code.
Why this matters in practice
For litigants, the practical point is that not every procedural rule is found in the Code itself. Under Section 34/1, the Supreme Court may issue regulations that change how certain cases are filed, how evidence is taken and admitted, or how proceedings run, and those regulations are binding once gazetted. When you or your lawyer prepare a case, check whether any Supreme Court regulation applies to that type of case, because it can affect deadlines, evidence, and procedure.
