การส่งคำคู่ความ คำร้อง คำแถลง หรือเอกสารอื่นใดนอกจากที่บัญญัติไว้ในมาตรา ๘๓ ทวิ ถ้าผู้รับไม่มีภูมิลำเนาอยู่ในราชอาณาจักรแต่ประกอบกิจการในราชอาณาจักรด้วยตนเองหรือโดยตัวแทน หรือมีตัวแทนในการรับคำคู่ความและเอกสารหรือทนายความในการดำเนินคดีอยู่ในราชอาณาจักร ให้ส่งแก่ผู้รับหรือตัวแทนเช่นว่านั้นหรือทนายความ ณ สถานที่ที่ผู้รับหรือตัวแทนใช้ประกอบกิจการ หรือสถานที่อันเป็นถิ่นที่อยู่ของตัวแทน หรือภูมิลำเนา หรือสำนักทำการงานของทนายความซึ่งตั้งอยู่ในราชอาณาจักร แล้วแต่กรณี แต่ถ้าผู้รับมิได้ประกอบกิจการในราชอาณาจักรด้วยตนเอง หรือไม่มีตัวแทนดังกล่าวหรือทนายความอยู่ในราชอาณาจักร ให้ส่งโดยวิธีปิดประกาศไว้ที่ศาล
English translation
For the service of a pleading, a motion, a statement, or any other document other than those provided for in Section 83 bis, if the recipient has no domicile within the Kingdom but carries on business within the Kingdom in person or through an agent, or has an agent for receiving pleadings and documents or a lawyer conducting the case within the Kingdom, service shall be made on the recipient, or on such agent, or on the lawyer, at the place where the recipient or the agent carries on business, or at the place of residence of the agent, or at the domicile or place of business of the lawyer, situated within the Kingdom, as the case may be. But if the recipient does not carry on business within the Kingdom in person, or has no such agent or lawyer within the Kingdom, service shall be made by posting a notice at the court.

Section 83 ter handles service of documents beyond the initiating summons and plaint, that is, later pleadings, motions, statements, and other documents, on a recipient who has no domicile in Thailand. It prefers service on a real point of contact within the Kingdom: the recipient's local business, an agent for receiving documents, or the lawyer conducting the case. Only where no such local contact exists does it fall back to service by posting a notice at the court. Section 83 sexies then fixes when each of these methods takes effect.
Why this matters in practice
Once a foreign party is in the case, later documents can often be served on that party's Thai lawyer or local agent, which is far quicker than posting a notice. If you are the foreign party, appointing a lawyer here means court documents reach you promptly rather than by a public posting you might miss.
