ถ้าอธิบดีผู้พิพากษาศาลอุทธรณ์เห็นสมควร จะให้มีการวินิจฉัยปัญหาใด ในคดีเรื่องใด โดยที่ประชุมใหญ่ก็ได้

If the Chief Judge of the Court of Appeal deems it appropriate, a particular question in a particular case may be decided by the plenary session. The plenary session shall consist of all judges on active duty, but not fewer than one half of the judges of that court, and the Chief Judge of the Court of Appeal shall preside. A decision of the plenary session shall be by majority vote. If, on any question, opinions are divided into two sides, or into more than two sides, so that a majority cannot be obtained, the judges whose opinion is more adverse to the defendant shall concur with the judges whose opinion is less adverse to the defendant. In a case where the plenary session has decided a question, the judgment or order must accord with the decision of the plenary session, and it must state which question was decided by the plenary session. Judges who attended the session, even if not sitting judges in the case, shall have the power to render the judgment, make the order, or write a dissenting opinion in that case.
