English translation
Whether or not there is an arrest warrant, no arrest shall be made in the Grand Palace, a royal palace, the residence of the Heir Apparent or of a member of the royal family from the rank of Somdet Chao Fa upward, a royal residence, a royal dwelling, or in any place where the King, the Queen, the Heir Apparent, a member of the royal family from the rank of Somdet Chao Fa upward, or the Regent is residing or staying, except: (1) where the Prime Minister, or a minister entrusted by the Prime Minister, authorizes the arrest and has notified the Secretary-General of the Bureau of the Royal Household or the Chief Aide-de-Camp General; (2) where the arrest is made by an officer rendering or providing security to the King, the Queen, the Heir Apparent, a member of the royal family from the rank of Somdet Chao Fa upward, or the Regent, acting under the law on royal aides-de-camp, or under any law, rule, or regulation concerning the provision of security.

Section 81/1 is an inserted provision that adds a special prohibition on arrests within royal precincts, complementing the general bar on arrests in a private place in Section 81. It forbids any arrest, with or without a warrant, in the Grand Palace, royal palaces, the residences of the Heir Apparent and senior royalty from the rank of Somdet Chao Fa upward, royal residences and dwellings, and any place where the King, the Queen, the Heir Apparent, senior royalty, or the Regent is residing or staying. Two narrow exceptions apply: an arrest authorized by the Prime Minister or an entrusted minister who has notified the Secretary-General of the Bureau of the Royal Household or the Chief Aide-de-Camp General, and an arrest by an officer providing royal security acting under the relevant laws and regulations. The provision reflects the heightened protection given to royal precincts within the arrest framework of the Code.
Why this matters in practice
This is a specialized provision that rarely arises in ordinary cases, but it sets an absolute rule: no arrest may be made within royal precincts unless one of the two narrow exceptions applies. For officers, an arrest attempted in these places without the Prime Minister's or an entrusted minister's authorization and proper notice, or outside designated royal security duties, would be outside the law. For the public, the practical point is simply that the usual arrest powers do not reach into these protected places. If a matter ever touches on this section, it is one to handle with specialist legal advice.
