ผู้ใดก่อให้เกิดการวุ่นวายขึ้นในที่ประชุมศาสนิกชนเวลาประชุมกัน นมัสการ หรือกระทำพิธีกรรมตามศาสนาใด ๆ โดยชอบด้วยกฎหมาย ต้องระวางโทษจำคุกไม่เกินหนึ่งปี หรือปรับไม่เกินสองหมื่นบาท หรือทั้งจำทั้งปรับ หมายเหตุ: [อัตราโทษ แก้ไขเพิ่มเติมโดยมาตรา ๔ แห่งพระราชบัญญัติแก้ไขเพิ่มเติมประมวลกฎหมายอาญา (ฉบับที่ ๒๖) พ.ศ. ๒๕๖๐]

Whoever causes a disturbance at an assembly of believers of any religion while they are lawfully assembled for worship or for the performance of a religious ceremony shall be liable to imprisonment not exceeding one year, or a fine not exceeding twenty thousand baht, or both.

The elements are causing a disturbance, an assembly of believers of any religion, and that the assembly is lawful and is for worship or a religious ceremony. The section is religion-neutral by design: it protects the assembly, not a particular faith. Only the disturbance need be proved, not any injury or damage. Causing a disturbance in a religious assembly is an offence under Section 207 even if those attending did not react with disorder.
During a merit-making chanting ceremony for the deceased, the defendant shouted, disparaged the monk, and drew and pointed a pistol toward him. The Court held that even though the gathering showed no chaotic reaction, the act still constituted an offence under Section 207.

Insulting a monk and kicking ceremonial offerings during a religious assembly disturbs the ceremony and is punishable under Section 207.
While villagers assembled to present flower offerings and a wax castle to the abbot, the drunken defendant entered, cursed the monk, and kicked the wax offering. The conduct was punished under Section 207 as the lighter applicable provision.
