อันการออกสลากกินแบ่งก็ดี ออกสลากกินรวบก็ดี ท่านว่าเป็นสัญญาอันจะผูกพันต่อเมื่อรัฐบาลได้ให้อำนาจหรือให้สัตยาบันแก่การนั้นเฉพาะราย นอกนั้นท่านให้บังคับตามบทบัญญัติมาตรา ๘๕๓

English translation
The issue of a lottery or of a raffle is a contract which binds only where the Government has given authority for, or has ratified, that particular issue. In all other cases the provisions of Section 853 apply.
