The filing and service of pleadings and documents under this Title, whether done by a party to the court or to the other party, or by the court to one party or to all parties, including the notification of a court order or any other message to a party or any other person, may be carried out by electronic mail or any other information technology medium, in accordance with the criteria and methods laid down in a regulation of the President of the Supreme Court with the approval of the plenary session of the Supreme Court; and once that regulation has been published in the Government Gazette, it shall come into force.

Section 68 provides that the filing and service of pleadings and documents by a party to the court, and the notification of court orders to parties, may be carried out by electronic mail or other information technology media under the regulation of the President of the Supreme Court once published in the Government Gazette.
In an application to reopen the case under Section 174(2), the issue was whether the trial court properly held that the applicant had abandoned the application by not effecting service. The court set out Section 68 as authority that filing, service, and notification of orders may be done by electronic mail or IT media in accordance with the Supreme Court regulation published in the Government Gazette.
