ผู้ใดปลอม ทำเทียมขึ้น กักไว้ ซ่อนเร้น ปิดบัง ยักย้าย ทำให้เสียหาย ทำลาย หรือทำให้สูญหายหรือไร้ประโยชน์ซึ่งเอกสารหรือแบบใด ๆ อันเกี่ยวกับส่วนได้เสียของรัฐในการระหว่างประเทศ ต้องระวางโทษจำคุกไม่เกินสิบปี

Whoever forges, counterfeits, withholds, conceals, hides, removes, damages, destroys, or causes to be lost or useless any document or form concerning the interests of the State in international affairs shall be liable to imprisonment not exceeding ten years.

Firm annotation
The verbs are deliberately wide, covering forging, counterfeiting, withholding, concealing, hiding, removing, damaging, destroying, and causing to be lost or useless. What limits the section is the subject matter: the document or form must concern the interests of the State in international affairs. Both fabrication and suppression are caught, so the offence reaches a person who hides a genuine document as readily as one who creates a false one.
