ผู้ใดทำร้ายร่างกายหรือประทุษร้ายต่อเสรีภาพของผู้แทนรัฐต่างประเทศ ซึ่งได้รับแต่งตั้งให้มาสู่พระราชสำนัก ต้องระวางโทษจำคุกไม่เกินสิบปี ผู้ใดพยายามกระทำการเช่นว่านั้น ต้องระวางโทษเช่นเดียวกัน

มาตรา 131 อยู่ในหมวดความผิดต่อสัมพันธไมตรีกับต่างประเทศ และลงโทษการกระทำทางถ้อยคำหรือการแสดงออกสามลักษณะต่อประมุขของรัฐต่างประเทศ คือ หมิ่นประมาท ดูหมิ่น และแสดงความอาฆาตมาดร้าย การที่ผู้ถูกกระทำเป็นประมุขรัฐต่างประเทศคือองค์ประกอบที่ทำให้ต่างจากการหมิ่นประมาทและดูหมิ่นทั่วไปในหมวดความผิดต่อชื่อเสียง มาตรานี้ให้โทษทางเลือก คือ จำคุก ปรับ หรือทั้งสอง ให้ศาลใช้ดุลพินิจกว้างในอัตราหนึ่งปีถึงเจ็ดปี และปรับสองหมื่นถึงหนึ่งแสนสี่หมื่นบาท จำนวนค่าปรับสะท้อนอัตราที่แก้ไขเพิ่มเข้ามาในบทเกี่ยวกับชื่อเสียงและบทที่เกี่ยวข้อง
