ถ้าข้อความที่จะจดทะเบียน หรือประกาศโฆษณาเกิดขึ้นในต่างประเทศไซร้ ท่านให้นับกำหนดเวลาสำหรับการจดทะเบียนหรือประกาศโฆษณาข้อความนั้น ตั้งแต่เวลาเมื่อคำบอกกล่าวการนั้นมาถึงตำบลที่จดทะเบียนหรือตำบลที่จะประกาศโฆษณานั้นเป็นต้นไป
