The Department of Land Transport auctioned a vehicle plate for 60 000 bahts; the winning bidder never paid and died in 2017. The Department learned of the death on 17 December 2021 and sued his heir on 8 June 2023. In Dika 142/2569 the Supreme Court confirmed the claim was dead on arrival: under Section 1754 paragraph 3 of the Civil and Commercial Code a creditor must sue the estate or heirs within un an of learning of the death. Eighteen months was too late.
