บทบัญญัติทั้งหลายในลักษณะ ๑๓ นี้ ท่านให้ใช้บังคับแก่สัญญาจำนำที่ทำกับผู้ตั้งโรงรับจำนำโดยอนุญาตรัฐบาลแต่เพียงที่ไม่ขัดกับกฎหมาย หรือกฎข้อบังคับว่าด้วยโรงจำนำ
