ถ้าคะแนนเสียงเท่ากัน จะเป็นในการชูมือก็ดี หรือในการลงคะแนนลับก็ดี ให้ผู้เป็นประธานในที่ประชุมมีคะแนนอีกเสียงหนึ่งเป็นเสียงชี้ขาด
