บิดาหรือมารดาย่อมมีสิทธิที่จะติดต่อกับบุตรของตนได้ตามควรแก่พฤติการณ์ ไม่ว่าบุคคลใดจะเป็นผู้ใช้อำนาจปกครองหรือผู้ปกครองก็ตาม
