ผู้ใดทำปลอมขึ้นซึ่งแสตมป์รัฐบาล ซึ่งใช้สำหรับการไปรษณีย์ การภาษีอากรหรือการเก็บค่าธรรมเนียม หรือแปลงแสตมป์รัฐบาลซึ่งใช้ในการเช่นว่านั้นให้ผิดไปจากเดิม เพื่อให้ผู้อื่นเชื่อว่ามีมูลค่าสูงกว่าจริง ต้องระวางโทษจำคุกตั้งแต่หนึ่งปีถึงเจ็ดปี และปรับตั้งแต่สองหมื่นบาทถึงหนึ่งแสนสี่หมื่นบาท หมายเหตุ: [อัตราโทษ แก้ไขเพิ่มเติมโดยมาตรา ๔ แห่งพระราชบัญญัติแก้ไขเพิ่มเติมประมวลกฎหมายอาญา (ฉบับที่ ๒๖) พ.ศ. ๒๕๖๐]
English translation
Whoever forges a government stamp used for postal, taxation, or fee-collection purposes, or alters a government stamp used for such purposes so that it differs from the original in order to make another person believe that it has a higher value than it really has, shall be liable to imprisonment from one to seven years and a fine from twenty thousand to one hundred and forty thousand baht.

Section 254 opens the group of stamp offences. The article protected is a government stamp used for postal, taxation or fee-collection purposes, so a stamp with no postal or revenue function falls outside it. Two limbs are covered and their mental elements differ. Forging such a stamp is punishable on the making alone. Altering one requires more: the alteration must make the stamp differ from the original and must be done in order to make another person believe that it has a higher value than it really has, so an alteration made for any other reason is not within the section. The penalty is one to seven years and a fine from 20,000 to 140,000 baht, the fine being mandatory. The rest of the group builds on this section: Section 256 punishes restoring a cancelled stamp so that it may be used again, Section 257 punishes using, selling or exchanging a stamp produced under either section, Section 261 punishes making or possessing the tools, and Section 262 halves the punishment where the stamp is a foreign government stamp. The current rates were set by Section 4 of the Penal Code Amendment Act (No. 26) B.E. 2560.
