Unless the court orders otherwise, where the case presents special reasons particular to one of the parties or to one of the attorneys, the party or the attorney may appoint any person to act on its behalf, by filing a letter of proxy with the court on each occasion, in order to carry out any of the following matters, namely: to fix the date of a hearing or of the taking of evidence, or the date for hearing any order, injunction, or decision of the court; to attend the hearing of any order, injunction, or decision of the court, or to endorse acknowledgment of such matters; and to receive copies of an answer, a motion, or other documents as provided in sections 71 and 72, and to acknowledge receipt of them.

Section 64 provides a light-touch mechanism, the letter of proxy (bai mop chantha), distinct from appointing an attorney under section 61 and from the collection appointment under section 63. Where a special reason arises, a party or attorney may authorise a person, by a proxy filed with the court on each occasion, to perform a closed list of routine acts: fixing hearing or evidence dates, attending to hear and acknowledge the court's orders, injunctions, or decisions, and receiving copies of an answer, a motion, or documents under sections 71 and 72. The list is exhaustive. A proxy holder, often a lawyer's clerk, cannot use the proxy for substantive steps that an attorney must perform personally, such as filing a motion to extend the time to appeal. The court may also order otherwise, keeping ultimate control over who acts before it.

A letter of proxy is handy for routine court errands, letting a clerk receive documents or attend to hear an order, but do not overrate its reach. It covers only the listed acts, so it cannot be used to file substantive motions, sign appeals, or take steps that dispose of rights; those need a proper attorney appointment or express authority. A common and costly mistake is having a clerk file a deadline-extension motion under a proxy, which the court can treat as ineffective, causing a missed deadline. A proxy under section 64 empowers the holder only to perform the enumerated procedural acts; it does not extend to substantive steps that an attorney must do personally, such as filing a motion to extend the time for a further appeal.
A lawyer's clerk, given a proxy, filed a motion to extend the time for a further appeal on the defendants' behalf. The Supreme Court held, as a matter of public order that it could raise on its own, that a proxy under section 64 covers only the listed acts and not such a substantive step, so the motion was ineffective and did not extend the time.

Section 64 lets a party or attorney appoint a person by proxy to perform only the specified acts, namely fixing or attending hearing dates, hearing the court's orders and endorsing acknowledgment, and receiving copies of pleadings under sections 71 and 72.

A person merely holding a power of attorney, without being appointed an attorney and without a proxy under section 64, has no authority to draft and sign a pleading such as an answer to an appeal.
A mandatary signed and drafted an answer to an appeal without any attorney appointment on file. The courts held this was neither an attorney appointment nor a proxy under section 64, and since he was not a registered lawyer, he had no authority to make the answer, so it could not be accepted.
