ผู้ใดหมิ่นประมาท ดูหมิ่น หรือแสดงความอาฆาตมาดร้ายผู้แทนรัฐต่างประเทศซึ่งได้รับแต่งตั้งให้มาสู่พระราชสำนัก ต้องระวางโทษจำคุกตั้งแต่หกเดือนถึงห้าปี หรือปรับตั้งแต่หนึ่งหมื่นบาทถึงหนึ่งแสนบาท หรือทั้งจำทั้งปรับ หมายเหตุ: [อัตราโทษ แก้ไขเพิ่มเติมโดยมาตรา ๕ แห่งพระราชบัญญัติแก้ไขเพิ่มเติมประมวลกฎหมายอาญา (ฉบับที่ ๒๖) พ.ศ. ๒๕๖๐]

Whoever defames, insults, or expresses malice towards a representative of a foreign State accredited to the Royal Court shall be liable to imprisonment from six months to five years, or a fine from ten thousand to one hundred thousand baht, or both.

This is the envoy-level counterpart to Section 133. The same three forms of conduct are covered, defaming, insulting and expressing malice, but the protected person is a representative of a foreign State accredited to the Royal Court and the penalty is lower, at six months to five years or a fine from 10,000 to 100,000 baht. Getting the two sections the right way round matters: the head of State is Section 133, the envoy is Section 134.

A person who is not the injured party and holds no authority from the injured party cannot prosecute the friendly-relations offences charged together under Sections 133 to 135.
A cultural attache of the Iranian embassy sued a newspaper owner over material published about the head of the Islamic Republic of Iran, invoking Sections 133, 134 and 135. The courts dismissed the case for want of standing, holding that the plaintiff was neither the injured party nor authorized by the injured party to prosecute.
