ผู้ใดทำบัตรหรือโลหะธาตุอย่างใด ๆ ให้มีลักษณะและขนาดคล้ายคลึงกับเงินตรา ไม่ว่าจะเป็นเหรียญกระษาปณ์ ธนบัตรหรือสิ่งใด ๆ ซึ่งรัฐบาลออกใช้หรือให้อำนาจให้ออกใช้ หรือพันธบัตรรัฐบาล หรือใบสำคัญสำหรับรับดอกเบี้ยพันธบัตรนั้น ๆ หรือจำหน่ายบัตรหรือโลหะธาตุเช่นว่านั้น ต้องระวางโทษจำคุกไม่เกินหนึ่งปี หรือปรับไม่เกินสองหมื่นบาท หรือทั้งจำทั้งปรับ ถ้าการจำหน่ายบัตรหรือโลหะธาตุดังกล่าวในวรรคแรก เป็นการจำหน่ายโดยการนำออกใช้ดังเช่นสิ่งใด ๆ ที่กล่าวในวรรคแรก ผู้กระทำต้องระวางโทษจำคุกไม่เกินสามปี หรือปรับไม่เกินหกหมื่นบาท หรือทั้งจำทั้งปรับ หมายเหตุ: [อัตราโทษ แก้ไขเพิ่มเติมโดยมาตรา ๔ แห่งพระราชบัญญัติแก้ไขเพิ่มเติมประมวลกฎหมายอาญา (ฉบับที่ ๒๖) พ.ศ. ๒๕๖๐]
English translation
Whoever makes any card or metal having an appearance and size resembling currency, whether a coin, a banknote, or anything else which the government issues or authorises to be issued, or a government bond, or a coupon for interest on such a bond, or who disposes of such a card or metal, shall be liable to imprisonment not exceeding one year, or a fine not exceeding twenty thousand baht, or both.
If the disposal of the card or metal referred to in paragraph one is a disposal by putting it into use as if it were any of the things mentioned in paragraph one, the offender shall be liable to imprisonment not exceeding three years, or a fine not exceeding sixty thousand baht, or both.

What Section 249 punishes is resemblance, not deception. The elements are making any card or piece of metal having an appearance and size resembling currency, whether a coin, a banknote or anything else the government issues or authorises to be issued, or resembling a government bond or a coupon for interest on such a bond, or disposing of such a card or metal. There is no requirement that the object be a counterfeit intended to pass as genuine and no requirement of an intent to defraud, which is what separates this section from Section 240. Novelty notes, tokens and imitation coins fall here. The penalty is graded across two paragraphs: making, or a plain disposal, carries up to one year, or a fine of up to 20,000 baht, or both; but where the disposal is made by putting the object into use as though it were one of the genuine things listed in paragraph one, paragraph two raises the penalty to up to three years, or a fine of up to 60,000 baht, or both. Where the object resembles foreign currency, Section 247 halves the punishment. The current rates were set by Section 4 of the Penal Code Amendment Act (No. 26) B.E. 2560.
