If the person ordered by the Court to deliver the forfeited property does not deliver it within the time determined by the Court, the Court shall have the power to order as follows:
(1) Seizure of such property;
(2) Payment of its value, or seizure of other property of such person to compensate for its value;
(3) In the case where the Court is of the opinion that such person can deliver the property but does not do so, or can pay its value but does not pay, the Court may confine such person until compliance, but not exceeding one year. However, if it later appears to the Court itself or upon the application of such person that such person cannot deliver the property or pay its value, the Court may order the release of such person before the expiration of such period.
