If the offence instigated, propagated, published, or supported has been commenced but has not been carried through, or has been carried through but has not achieved its end, because the instigator or supporter has intervened to prevent or has acted to prevent the completion, the instigator shall be liable under Section 84 paragraph two or Section 85 paragraph one, as the case may be, and the supporter shall not be punished.
